Active citizen registration as a guarantee of rights

Barcelona has been strengthening and promoting procedures for people to get on the city register since 2016, the goal being to protect those at risk and guarantee their right to basic services. We explained the active citizen registration model at a meeting with twenty municipalities from the Baix Llobregat area.

Barcelona’s active policy on the registration of citizens as officially residing in the city guarantees people receive the necessary information, are familiar with the procedure and get onto the register in keeping with the current regulatory framework. During the process, support is given to people in vulnerable situations because they have no fixed address or because they can’t prove their ownership or tenancy at one.

Registering is a very important procedure for guaranteeing basic citizen rights such as access to the public health system or basic schooling for children. It also enables people to prove their habitual residence in a specific municipality and is one of the essential requisites for most procedures relating to the law on foreigners, such as social ties and family re-unification.

The Councillor for Citizen Rights, Participation and Global Justice, Marc Serra, explained the city model at a meeting on guarantees and difficulties with the registration procedure, with eighteen municipalities forming part of the Baix Llobregat area council.

Active registration as a priority

Barcelona’s active registration policy has also strengthened the procedure for people living at addresses but unable to provide the necessary documents to register. This allows them to get onto the register too, something regarded as a right for city residents. In these cases, the necessary checks are made to guarantee applicants can get onto the register.

Citizen Help and Information Offices (OAC) offer information leaflets in various languages and have conductedtraining for staff from various information and citizen support services operated by the City Council. This makes support during the registration procedure simpler and more effective.
