Subsidies to make the city’s mopeds 100% electric and zero emissions by 2030

Barcelona City Council is preparing a subsidy programme to replace fuel-powered mopeds with electric models. The programme will be in place from March and run for four years. The goal is to decarbonise these vehicles before 2030. Subsidies are planned for companies to install a network of 64 new battery exchange stations, providing service for the 32,000 mopeds registered in the city.

The City Council has set out a four-year subsidy plan (2026-2030) to replace fuel-powered mopeds with electric models. The goal is for the city’s mopeds to be 100% electric and zero emissions by 2030.

 Why is this plan necessary?

Barcelona currently has 32,000 registered mopeds, of which:

  • 25% are already electric
  • 45% have C environmental rating badges
  • 30% have B environmental rating badges

Part of the Climate Plan and supported by the organisations of the Motorcycle Observatory, the subsidy plan is intended to decarbonise mobility and cut pollutant emissions.

What subsidies will be available for purchasing an electric moped?

The programme should offer €600 per unit:

  • Only applicable for mopeds L1eB (45 km/h)
  • The price of the vehicle must be between €1,600 and €3,600
  • The subsidy can cover between 16% and 40% of the cost of the vehicle

The overall budget for the subsidies is 15 million euros, with applications to be processed on a first come first served basis until the annual funding is used up.

Who is eligible?

Natural and legal persons resident in Barcelona that:

  • Purchase a new electric motorcycle
  • Scrap a fuel-powered moped
  • Make a purchase after the publication of the rules and regulations (March 2026)

Not accepted:

  • Models L1eA (25 km/h)
  • Vehicles L2e or L6e
  • Subsidies combined with others that cover more than 50% of the cost of the vehicle

The interested person or an accredited business can carry out the process.

When to apply?

The second half of 2026. Barcelona City Council will use all their channels to announce the procedure for the subsidies so that everybody can access them.

Does the plan include measures to facilitate recharging?

Yes. The City Council will implement 64 new battery exchange stations, complementing the existing 1,000 Endolla points.

How do the subsidies for battery exchange stations work?

Operators (service stations, car parks, businesses etc.) can get:

  • Up to €45,000 per station
  • A maximum of 60% of the cost of installation
  • Commitment to maintain the station active for at least 4 years
