The commission includes figures from the municipal political sphere and community, from associations and the economic realm, independent experts, neighbourhood organisations and technical specialists.

The decree establishes that the chair will be Damià Calvet, the Councillor from Junts per Catalunya, while the vice-chairs will be the Deputy Mayor for Urban Planning, Ecological Transition, Urban Services and Housing, Laia Bonet, and the Councillor for the District of Horta-Guinardó, Lluís Rabell.

The initial goal is to study the transformation of the Ronda de Dalt in Horta-Guinardó, establish new monitoring agreements and at a later stage extend work to the sections that go through the districts of Sarrià – Sant Gervasi, Gràcia and Nou Barris

A technical office will coordinate the work and a technical board will draft the studies, while a citizen board will gather demands from organisations and the technical secretary will manage the calendar.
