Proposals from municipal groups in the full council meeting of 22 December 2023

December’s full council meeting approved five proposals: the citizen initiative to improve the management of contracts for municipal social and cultural facilities; one from Junts-TriasxBCN to strengthen the fight against crime; one from BComú, urging the government to end its inactivity; one from the ERC to regulate tourist accommodation, and one from the PSC with content for an institutional declaration, to protect local commerce. The proposals from the PP and Vox were rejected.

The first proposal presented was the citizen initiative urging the municipal government to improve the clauses in management contracts for social and cultural facilities, as a measure or recognition for the social, cultural and community work carried out in the city’s neighbourhoods. The proposal was approved with votes from all municipal groups and the abstention of Vox.

Junts per Catalunya – Trias per Barcelona called on the municipal government to promote additional measures in the fight against crime in the city, such as a special session by the Local Security Board and further recruitment calls for to boost the ranks of the City Police to 4,000 officers in 2027. The Full Council approved the proposal with favourable votes from Junts-Trias×BCN, the PSC, the PP and Vox, while BComú and the ERC abstained.

Barcelona en Comú called on the municipal government to end its inactivity and respond to the needs of local people in the city. The proposal was approved with votes from Junts-Trias×BCN and BComú, while the PSC voted against it and the ERC, the PP and Vox abstained.

Esquerra Republicana de Catalunya put forward a proposal for a by-law regulating tourist accommodation in the city and prioritising the residential use and social function of housing. The Full Council approved the proposal with votes from the PSC, BComú and the ERC, while Junts-Trias×BCN, the PP and Vox voted against it.

The Partit dels Socialistes de Catalunya put forward a proposal with content for an institutional declaration, calling on the European authorities to develop a regulatory framework to defend and protect local commerce. The proposal was approved with votes from Junts-Trias×BCN, the PSC, BComú and the ERC, while the PP and Vox abstained.

The Partit Popular proposed the start of legal steps to leave the by-law on the Low Emission Zone (LEZ) from 2023 with no effects and pay back the fines imposed according to the by-law on the LEZ from 2019, declared null by the Higher Court of Justice of Catalonia. The Full Council rejected the proposal, with the PP and Vox voting in favour, while the PSC, BComú and the ERC voted against it and Junts-Trias×BCN abstained.

The proposal from Vox called for the return of fines applied for non-compliance with the by-law on the LEZ that has been declared null. The Full Council rejected the proposal, with the PP and Vox voting in favour, while all the other groups voted against it.
