Jordi Baltà i Portolés
Jordi Baltà Portolés (Barcelona, 1976) is a researcher, consultant and trainer specialised in cultural policies, international relations and sustainability. He has particularly worked on issues related to local cultural policies, cultural diversity, cultural rights and cultural cooperation. He is an adviser on the Culture Committee of United Cities and Local Governments (CGLU) and a member of the UNESCO Group of Experts on the Convention on the Diversity of Cultural Expressions. He regularly partners with other organisations, such as Trànsit Projectes and the international cultural mobility network On the Move.
Between 2001 and 2014, he worked as a research and project coordinator at the Fundació Interarts, where he coordinated the European Expert Network on Culture (EENC) between 2011 and 2014. He has also served as a board member of the Catalan Association of Cultural Management Professionals (APGCC) and the chief editor of the 2022 and 2026 editions of the UNESCO ‘Re|Shaping Policies for Creativity’ report.
He holds a bachelor’s degree in Political Science and Public Administration (UAB) and a master’s in European Cultural Policy and Administration (University of Warwick, United Kingdom), thanks to a scholarship from “la Caixa” and the British Council. He also possesses a postgraduate degree in International Cultural Projects and Cooperation (UB / Interarts). He holds a doctorate from the University of Girona and the University of Melbourne, with a thesis focused on a review of the governance models of local cultural policies from the sustainability perspective. He is an associate professor in the Blanquerna – Universitat Ramon Llull (URL) International Relations degree and an external lecturer for the master’s in Cultural Management at the UCO and the UdG. He also regularly participates in other university programmes.
