Plenary of the Council
The members of the Plenary make up the Barcelona Culture Council’s highest representative, debate and decision-making body. The composition of the Council is based on the principles of diversity and representativeness to ensure that it reflects the broadest possible range of views and opinions within the city’s cultural sector.
The Plenary is formed by:
- The Chair is the Mayor, who may delegate this role to the person responsible for cultural policy.
- The Vice-Chair is an independent individual, who is elected by the Council Plenary.
- Up to twenty representatives of cultural organisations.
- Up to twelve independent individuals.
- One representative from each political party represented at the Plenary of Barcelona City Council.
- Between four and seven municipal staff members, with the right to speak but not to vote
- The Secretary, with the right to speak but not to vote
