Opposition proposals from the full council meeting of 26 March 2021

The full council meeting for March approved three opposition proposals: one from the PP calling for a detailed report on subsidies awarded by the City Council, one from the ERC for an institutional declaration backing the free exercise of political rights, and one from Ciutadans, also with content for an institutional declaration, urging the Spanish government to allow local administrations direct control of a percentage of EU recovery funds.

The Partit Popular called on the Full Council to provide a detailed report, within three months, on the evolution of subsidies awarded by the City Council since 2014, along with a strategic plan for subsidies. The proposal was approved with votes from the ERC, BComú, the PSC, Cs, the PP and BCN Canvi, with JxCat abstaining.

Barcelona pel Canvi requested a change to the decision from the Government Commission of 29 January and the presentation of a regulation agreed with the sector to allow home-sharing. The proposal was rejected with favourable votes from JxCat, Cs, the PP and BCN Canvi, with the ERC, BComú and the PSC all voting against it.

In contrast to the proposals from the PP and BCN Canvi, the rest of the proposals were for content for an institutional declaration. Two of these, from ERC and JxCat, were debated together but voted on separately. Both proposals for institutional declarations spoke out in favour of the free exercise of political rights as one of the most basic mechanisms for a democratic society and rejected criminal proceedings as a response.

The proposal from the ERC called form an amnesty law for political acts linked to the self-determination of Catalonia and called for the approval of official pardons while the steps for amnesty are taken, as well as a reform to the criminal code to prevent the repression of political ideas. The proposal prospered with votes from the ERC and BComú, while the PSC, Cs, the PP and BCN Canvi voted against it and JxCat abstained.

The proposal from Junts per Catalunya also called for an amnesty law to bring an end to criminal responsibility for all acts expressing ideas, feelings and symbols linked to the democratic struggle for the self-determination of Catalonia. The proposal was rejected, with the ERC and JxCat voting in favour and all other groups voting against it.

Finally, the proposal from Cs also offered content for an institutional declaration and was approved unanimously. The proposed content urged the Spanish government to allow local administrations to control at least 10% of the EU recovery funds.

The proposal from the PSC was withdrawn.
