Spaces for election campaign posters in Barcelona

The LOREG is the Spanish electoral law setting out the regulations for campaign material. Article 55 states that municipal councils must allocate specific free spaces for posters, signs and banners, in proportion to the number of votes obtained by parties in the previous elections. The distribution of these spaces corresponds to the electoral board for each area. In Barcelona, the general regulations for putting up posters are also set out in the by-law on measures to foster and guarantee coexistence in public space.

General regulations for putting up posters in Barcelona

The by-law on measures to foster and guarantee coexistence in public space establishes that use may be made of shared public space in the city in a way which is respectful towards everybody. The regulations detail the correct way to put up posters, signs, placards, stickers, pasted material and any other form of publicity, announcement or campaign items. Anybody putting up material incorrectly, or companies contracted to disseminate material and doing so wrongly, will be accountable for infringements.

According to the regulations, it is not permitted to put up posters on the façades of public or private buildings, or on walls, shutters, display windows, doors or scaffolding. It is also prohibited to place them on urban furniture, trees or the windows of vehicles. In contrast, it is possible to put them inside the doorways of shops and buildings.

Specific regulations for electoral campaign material

During election campaigns, and as set out by the LOREG, Barcelona and all other cities in Spain must set aside space in public places for campaign material from political parties. The City Council provides the local electoral board with a list of locations and the board organises a draw to assign space available for banners and placards from each formation. The draw for the Catalan parliamentary election of 14 February was held on 22 January, with representatives from all political parties in attendance.

Removal of campaign posters

Municipal cleaning services remove all posters found around their usual routes and which are not in the specially allocated spaces. This includes publicity which does not comply with the by-law and electoral material which is not in the spaces established by the draw. Posters are removed for non-compliance with the regulations, regardless of the political party featured.
