Proposals from municipal groups in the full council meeting of 24 November 2023

November’s full council meeting approved three proposals: one from Junts-Trias×BCN to combat child poverty, one from BComú calling for a definitive ceasefire in Gaza, and one from the ERC urging an end to the use of the building in Via Laietana as a police headquarters. The proposals from the PP and Vox were rejected. Three institutional declarations were also read out.

The proposal from Junts per Catalunya – Trias per Barcelona urged the municipal government to draft a comprehensive city strategy in 2024 to combat child poverty. The Full Council approved the proposal unanimously.

Proposals with content for an institutional declaration

Four proposals with content for institutional declarations were presented before the Full Council:

Barcelona en Comú called for a definitive ceasefire in Gaza, and for the City Council to break off institutional relations with the current government of Israel until the ceasefire is effective. The Full Council approved the proposal with votes from the PSC, BComú and the ERC, while Junts-Trias×BCN, PP and VOX voted against it.

Esquerra Republicana de Catalunya urged the Spanish government to put an end to the building at Via Laietana, 43, being used as a police headquarters and operational centre, and to transfer it to Catalan institutions. The proposal was approved with votes from Junts-Trias×BCN, BComú and the ERC, while the PP and Vox voted against it and the PSC abstained.

The PP called on the Full Council to demonstrate the City Council’s adhesion to the Spanish Constitution of 1978 and reject any amnesty law. The Full Council rejected the proposal, with the PP and Vox voting in favour while the other four groups voted against it.

Vox also presented a proposal to reject the amnesty law. The proposal was rejected by the Full Council, with the PP and Vox voting in favour while the other four groups voted against it.

Institutional declarations

Three institutional declarations were also read out in the meeting:

The first, to mark World AIDS Day, reiterating the commitment to the goals in the Paris declaration and the fight to reach zero contagion by raising awareness among people and providing personalised support for those living with HIV or AIDS.

The second, to reaffirm the commitment to devote all the necessary resources and efforts to guarantee women’s right to a life free of sexist violence.

In the third declaration, the City Council made a commitment to use all possible means to fight and condemn the sexual abuse of children, activating all possible tools to guarantee a decent life and all children’s rights in the city.
