Although the Byelaw on measures to promote and guarantee citizen coexistence in Barcelona’s public spacesOpen in a new window currently being amended, prohibits swimming at breakwaters, many beach users access these spaces and jump off, which is highly risky. 

As such, in 2016 a signage project for the breakwaters was developed to make the prohibition clearer. It revealed that this infrastructure is being widely used and suggested reclaiming these spaces by transforming them and expanding their purpose. The project determined that certain breakwaters, due to their physical characteristics, could become safe public spaces with the corresponding mobility, accessibility and safety elements. Though work on this approach continues, no specific plan yet has been created due to difficulties in defining the responsibilities of the different public institutions involved.
