Opposition proposals from the full council meeting of November 2021

November’s full council meeting approved four proposals: one from the ERC calling for a report on pressure from tourism in the city; one from JxCat urging an audit on the level of fulfilment of initiatives by commissions and council meetings; one from the PP to start work on a new by-law on public space, and one from BCN Canvi, to approve a by-law regulating home-sharing. The proposal from Cs was rejected.

The proposal from Esquerra Republicana de Catalunya urged the municipal government to produce a report on the pressure from tourism in the city, to present a balance for the Strategic Tourism Plan 2016-2020 and to limit organised tourist groups in the city centre to a maximum of 15 people plus a guide. The proposal was approved with votes from the ERC, BComú and the PSC, while Cs voted against it and JxCat, the PP, BCN Canvi and the independent councillor all abstained.

Junts per Catalunya urged the municipal government to present an audit of the degree of fulfilment of initiatives presented at commissions and before the Full Council and which comply with the agreements adopted. The proposal was approved with votes from the ERC, JxCat, Cs, the PP, BCN Canvi and the independent councillor, while BComú and the PSC abstained.

Ciutadans used the session to call for the new regulation for the municipal capital gains tax to maintain the relief on the transmission of habitual homes and professional premises in the case of death, and to waive this tax in all cases where properties are sold at a loss. The proposal was rejected, with Cs, the PP, BCN Canvi and the independent councillor voting in favour, while the ERC voted against it and BComú, the PSC and JxCat abstained.

The proposal from the Partit Popular urged the municipal to convene all municipal opposition groups within six months to work on the reform of thee by-law on measures to ensure harmony in public space. This proposal was approved unanimously, with all groups and the independent councillor voting in favour.

Barcelona pel Canvi called for a start to the work needed to approve a by-law on home-sharing. The proposal was approved with votes from the PSC, JxCat, Cs, the PP, BCN Canvi and the independent councillor, while the ERC and BComú voted against it.
