A week for rethinking time use

Two events are set to take place from 25 to 29 October which will connect institutional and research ecosystems to innovate in specific and applicable time policies for people. Time Use Week and the International Association for Time Use Research conference are based around health, time poverty, digital disconnection, reduced working hours and good practice promoted by municipalities in favour of a more sustainable, co-responsible and efficient organisation of time.

International declaration on time-use policies

Time Use Week includes three main events: one on the future of work, a meeting on local and regional time policies and the presentation of the Barcelona Declaration on Time Policies.

Following the inauguration and subsequent meetings, involving other municipalities from Catalonia, France and Italy, the event rounds off with the first international declaration on time policies. The declaration will be signed by the main institutions, organisations and global research centres and call for the recognition of the right to time as a citizen right.

A roadmap for 2022-2024 will also be set out for the European Union to include specific recommendations on the right to time, with the local and regional agenda also to be formalised.

The declaration will be signed by the President of Catalonia, Pere Aragonès, the Mayor of Barcelona, Ada Colau, the chair of the International Association for Time Use Research (IATUR) and members of the International Labour Organisation.

Activities for Time Use Week are free, with a hybrid format and simultaneous translation into Catalan and English, with most of the programme at the Sant Pau Art Nouveau Site. Anybody wishing to attend should sign up in advance.

International congress

The 43rd IATUR conference will help connect the research ecosystem and Catalan and international politics with specific and applicable time policies for citizens. It will also strengthen the leadership of Catalonia and its municipalities, particularly Barcelona and its metropolitan area, as world leaders in healthy, equal and productive time use.

These policies specifically benefit those most affected by time poverty, such as women and those with the least resources. Because of this, one of the speeches will analyse the impact of gender in terms of time use.

Both events are being organised by the Government of Catalonia, Barcelona Provincial Council, Barcelona Metropolitan Area and the Barcelona Time Use Initiative for a Healthy Society, with the support of the European Commission’s Barcelona Office, the European Parliament and Diplocat.
