The integration of the Llevant seafront into the city and also into the logic of the coastal areas, the largest public space in the city, is undoubtedly one of the great tasks remaining to complete the opening of the city to the sea.

The project integrates these challenges and determines the transformation of the area of the esplanade and the seafront of the platform into a large linear park open to the sea that stretches from the Pavelló de la Mar Bella to the Fòrum. The idea is to promote a green environment of comfort and quality through the naturalisation of the space, thus reactivating a new model of linking the city with its coastline.

The main objectives are to generate a large public space in a natural environment and to establish a key element of the green infrastructure. The key aspects of the project are the continuity of Passeig Marítim, the longitudinal and transversal connectivity of spaces, the permeability with the urban fabric and an active backshore. It also creates a space that allows citizens to get closer to maritime culture and the legitimate uses of the sea, the naturalisation of infrastructures, the establishment of a green corridor and coastal resilience against the effects of climate change.

The project differentiates three areas with specific characteristics, which it deals with in an integrated manner: the eastern seafront, the Bac de Roda gate and slope and their surroundings, and the marine platform (only the section of the seafront esplanade of this platform).

What are we doing?

  • Drafting of the preliminary design for the Mar Bella seafront promenade. This began in June 2021 and finished in April 2022.

  • Review and incorporation of the citizen perspective (citizen participation) into the preliminary design, prior to commissioning the final project for the urban development of the Mar Bella seafront promenade, from Carrer de Bac de Roda to the Fòrum. This process began in parallel in July 2021 and lasted until April 2022.

  • Publication of the tender for the final project in September 2021.

  • Drafting of the final project and approval of the project for the seafront promenade, Area 1, from June 2022 up to the initial approval by the full municipal council in March 2023. 

  • Emergency action due to the collapse of a stretch of the promenade following a storm in November 2023. This confirmed the need to rethink the initial project and carry it out in line with climate-based urban planning criteria.

  • Complementary stability studies commissioned to ZMT in 2023.  The studies, which predict maritime dynamics with an eye to 2050 and 2080, showed that part of the wall must be removed to guarantee sand supply on Nova Mar Bella beach and reinforce the promenade wall of the Nova Mar Bella and Llevant beaches. These initiatives, aimed at strengthening and guaranteeing the future of these beaches, were not included in the approved plan, making it necessary to amend the plan and consider a phased implementation. The part that will not be affected by this work, Phase 1, which applies to the central part of the promenade, will be carried out as planned. 

  • Modification of the project to transform the Mar Bella seafront promenade and protect it from storms. As a result of setting back the wall, the Can Aranyó-Agapito Fernández municipal football pitch must be moved from its temporary location to a permanent location at one end of the Fòrum Marine Platform. 

  • Definitive approval of the executive renovation project for the central section of the promenade, from the end of the Mar Bella Municipal Sports Complex (CEM) to Carrer de Josep Pla and the end of the Fòrum marine platform.

  • The tender for the first area, which covers the main stretch of the promenade from Bac de Roda to the Fòrum Marine Platform, was published in late 2024.

  • Work to transform the Mar Bella promenade is now under way. The project began in May 2025 and is scheduled for completion in spring 2027.
