In 2022, the Barcelona Council of Culture launched a pilot working group that ultimately produced the document “Building a Common Conceptual Framework to Share Constitutive and Necessary Elements of a Cultural Ecosystem for the City of Barcelona.” This document outlines five areas to be addressed progressively. Based on these areas, in 2023 the Council carried out a strategic reflection to tackle the issue of Barcelona’s cultural governance model, as this was the most prioritized area of work by the members of the Plenary.

This strategic reflection process aimed to develop a project to improve cultural governance that considers the diverse perspectives of governance from the wide range of actors involved, seeking to define an ambitious yet realistic roadmap. The goal has been to establish a solid framework so that the Barcelona Council of Culture can lead the promotion of concrete actions to improve governance in order to strengthen and ensure the sustainability of culture in Barcelona.
