The celebration of this great artistic biennial in Barcelona and in partnership with the cities within its metropolitan area is a unique opportunity to develop a process of collective reflection, to map the metropolitan cultural system and to work together to build a metropolitan cultural identity.

Apart from the participating cities, cultural stakeholders and members of civil society in the Barcelona Metropolitan Area will collaborate on the planning of the event: associations representing the visual arts sector, major cultural facilities, collectives, organisations from Barcelona's grassroots cultural sectors and opinion leaders in the areas of culture, education, urban planning and activism.

Governance model

Each edition of Manifesta is managed by members of a permanent international team together with local experts. Manifesta 15 Barcelona will be managed through a foundation created exclusively for this project: the Manifesta 15 Barcelona Foundation. It will work on the content of the event in collaboration with the city's cultural organisations, facilities and stakeholders.

The Municipal Council of Barcelona City Council gave final approval to the statutes of the Manifesta 15 Barcelona Foundation at a plenary session held on 25 February 2022. The foundation will be registered with the Generalitat de Catalunya's Directorate General of Law and Legal Entities, and will disappear once the project is completed.

 

Governance of the foundation is provided by a Board of Trustees, who are the management body of the future Manifesta 15 Barcelona Foundation. This is the body that is responsible for the validation, conceptualisation, financial management, implementation and evaluation of the Manifesta 15 Barcelona cultural programme.

Nine people sit on this Board of Trustees; four of them are members of the International Foundation Manifesta (IFM), and the other five are from Barcelona City Council. It acts as a management team for the different aspects of the project, and will also form part of the artistic team behind the event.

Cultural manager Hedwig Fijen, Director of the International Foundation Manifesta, chairs the Manifesta 15 Barcelona Foundation’s Board of Trustees. Furthermore, the Board of Trustees has two advisory bodies: a citizens' committee and the organising committee.
