Starting today, May 5, domestic workers who have stopped working or have had their work hours reduced due to the Covid-19 health crisis can apply for the exceptional unemployment benefit approved in Royal Decree-Law 11 / 2020 of March 31. Only those people who were registered in the Special System of Household Employees before March 14, the day the state of alarm was declared, will be able to benefit from this aid.

Here is a battery of frequently asked questions that will help you understand who and how you can benefit from the extraordinary subsidy for domestic workers:

Who can apply for this subsidy?

Anyone who is or has been registered in the Special System of Household Employees before March 14, 2020, the date of entry into force of the state of alarm, may be a beneficiary of the subsidy. In addition, you have to be in one of these situations:

  • Have stopped providing services, totally or partially, on a temporary basis, to reduce the risk of contagion, for reasons beyond their control, in one or more homes and due to the Covid-19 health crisis.
  • Having seen the employment contract terminated due to dismissal or withdrawal of the employer, death or any other cause of force majeure attributable to the contractor that permanently renders the provision of work impossible; provided that the causes determined by the termination of the contract are beyond the will of the worker and are due to the health crisis.

Who should apply for the aid?

It must be done by the domestic worker and must be accompanied by the responsible declaration of the employers (in case of total or partial reduction of the working day).

How long can you ask?

The request can be submitted from May 5 and up to a month after the end of the state of alarm decreed by the Spanish Government.

Where should you apply?

The presentation of the application and the necessary documentation may be submitted to the post offices and the registry assistance offices. The request will be sent to the Employee Subsidy Unit Home-General Directorate of the State Public Employment Service- Calle Condesa de Venadito Nº9, 28027-Madrid.

It may also be submitted electronically through the SEPE electronic headquarters (www.sepe.es) or the General Electronic Register of the General State Administration. Therefore, it is necessary to have an electronic ID, electronic certificate or Cl @ come.

For both cases, the official application form is on the SEPE website. It is a document in pdf format that can be downloaded and printed to be filled with capital letters and a black or blue pen.

What documents must be provided?

To complete the grant application, it is necessary to provide the following documents:

  • The application: the official application form is on the SEPE website. It is a document in pdf format that can be downloaded and printed to be filled with capital letters and a black or blue pen.
  • The responsible declaration of the employer: in case of having several employers who have reduced all or part of their workday, they must present a responsible declaration for each one of them. It will also be necessary to present the responsible declaration of the employers where the employment relationship has not been affected by the health crisis, with the aim that the SEPE is aware of all the income that is currently available. This document is also available on the SEPE website in pdf format and can be downloaded and printed.
  • Photocopy of the document proving the identity of the worker and of all employers (DNI, NIE, TIE or passport). If the worker submits the application online, they only need to provide a photocopy of the DNI / NIE / TIE / Passport of their employers.
  • Letter of dismissal, communication of the withdrawal of the employer or documentation supporting the withdrawal from the Special System for Home Employees of the General Social Security Regime.

Is it compatible with work?

It is compatible with other activities on its own account or that of others as long as the sum of the income derived from the subsidy and the rest of the activities does not exceed the Minimum Interprofessional Salary.

Is it compatible with other features?

It is incompatible with the provision of temporary disability.

Are family charges and household income taken into account?

No, only the income of the applicant is taken into account.

When will I get paid?

The subsidy will be received monthly from its approval and will be extended until the circumstances that determined its concession no longer exist.

What amount is charged?

The amount of the subsidy cannot be higher than the Interprofessional Minimum Wage, excluding the proportional part of the extraordinary payments (950 euros).

If my circumstances change during the term of the subsidy (I get a job in another home, I change my working day, etc.), do I have to do something?

Yes, the SEPE must be notified immediately and within a maximum period of 3 calendar days of any variation in the employment situation or the remuneration received.

Can I collect the subsidy after a voluntary withdrawal for fear of contagion?
