Rules and Regulations of the Council
The objective of these 2025 regulations is to adapt the 2008 Barcelona Culture Council Operating Regulations to the Citizen Participation Regulations approved on 27 May 2022, in compliance with Transitional Provision One. In accordance with this mandate, the decision has been made to approve a new regulation repealing the previous one.
These Regulations aim to govern the functions, organisation, and operation of the Barcelona Culture Council, a sector-specific participatory body created in accordance with the provisions of the Citizen Participation Regulations, as part of the implementation of Articles 30 et seq. of the Barcelona Municipal Charter and in accordance with the commitment made by the City Council through its adherence to the European Charter for the Safeguarding of Human Rights in the City, which seeks not only to guarantee public participation but also to actively promote it.
The aim of these new regulations is to strengthen the Barcelona Culture Council and its role, by giving it a more diverse composition that reflects the wide range of cultural stakeholders active in the city of Barcelona, and to incorporate all perspectives in order to guarantee the real and effective participation of the city’s entire cultural sector, in all its diversity.
