Article 2. Barcelona Council of Culture. Functions


1. The main functions of Barcelona Council of Culture are:

a) To advise the municipal government on cultural matters
b) To take part in designing, assessing and monitoring cultural activities and programmes in the city
c) To carry out certain functions aimed at providing support for artistic creativity.

2. The Council’s functions as regards advising the municipal government on cultural matters are as follows:

a) To generate debate and knowledge about culture and the city.
b) To draw up the annual report on culture in the city.
c) To draft reports and make recommendations on cultural matters and cultural policy, either at its own initiative or at the request of City Council departments. In any case, a report must be drawn up before any new municipal cultural bodies or facilities can be established.

3. The Council’s functions as regards designing, assessing and monitoring cultural activities and programmes in the city are as follows:

a) To update the city’s Strategic Plan for Culture on a daily basis and to scrutinise the formulation, implementation and assessment of cultural policies.
b) To draft mandatory reports on municipal legislative or regulatory plans that affect cultural or art policy.

4. The Council’s executive functions as regards providing support for artistic creativity are as follows:

a) To draft mandatory reports on the appointment of directors of municipal cultural bodies or facilities.
b) To participate in awarding cultural grants within Barcelona City Council’s regulatory framework for grants.
c) To propose the members of juries for the City of Barcelona Prizes.

5. Barcelona Council of Culture may also perform any other functions assigned to it by the City Council, particularly those concerned with developing the principles, commitments and recommendations contained in the Agenda 21 for Culture and the objectives and guiding principles enshrined in the Convention for the Protection and Promotion of Diversity of Cultural Expressions.
