Article 10. Functions of the Chair of the Council


1. The functions of the Chair of the Council are as follows:

a) Lead and represent the Council.

b) Convene and chair Plenary Sessions.

c) Establish the agenda of meetings of the Council bodies the Chair presides over.

d) Forward Council proposals, reports, and initiatives to the municipal government and management bodies.

e) Cast the deciding vote in the event of a tie.

f) Appoint the Vice-Chair and other members of the Council, as well as the Secretary, in accordance with these regulations.

g) Perform all other functions assigned by these regulations and the Citizen Participation Regulations, as well as those that are specific to them in relation to the functioning of a collegiate body.

2. The Chair and Vice-Chair are responsible for promoting and coordinating participation of Plenary members in the functioning and debate of the Council.

3. The Chair of the Council, on their own initiative or at the proposal of members of the Committee or Plenary, may invite other experts, sectoral or local councils, or organisations related to the matter under discussion to participate in meetings, with the right to speak but not to vote.
