Article 12. Nature and composition of the Council Plenary

1. The members of the Plenary make up the Barcelona Culture Council’s highest representative, debate and decision-making body.

2. The Plenary comprises all members of the Council, according to the composition established in Article 4 of these regulations.

3. The Secretary of the Council is also part of the Plenary, with the right to speak but not to vote.

4. The Council Plenary should seek gender parity in accordance with the legal framework on gender equality (Article 18.3 of the Regulations for Gender Equity of Barcelona City Council).
