Article 7. Rights of Council members
Council members have the following rights:
1. Propose the convening of special Council Plenary Sessions.
2. Propose the inclusion of items on the agenda of Council meetings, no later than two days before the meeting.
3. Exercise their right to vote on matters submitted to the Council for approval failing approval by consensus, and justify their vote.
4. Receive the notices, agenda, and relevant documentation, as well as the minutes of Council meetings, with the advance notice established by these regulations.
5. Participate in the debates during sessions.
6. Participate in the Council’s working groups and, where appropriate, coordinate them.
7. Appeal to the Oversight Committee regulated by the Citizen Participation Regulations, when appropriate.
8. Submit requests and questions.
9. Obtain the information needed to fulfil their assigned functions.
