Climate Change and Sustainability Office

The mission of the Directorate of Services for the Climate Change and Sustainability Office is to address the climate emergency and promote shared civic responsibility. 

Its goal is to help make Barcelona a carbon-neutral city, to anticipate climate risks in order to ensure the city’s functionality, and to reduce people’s vulnerability so as to safeguard their health and well-being, with the support of all key city stakeholders to carry out the necessary transformations.

Objectives

The objectives of the Climate Change and Sustainability Office are:

Promote and monitor the city’s climate strategy

Designing new policies, maintaining up-to-date knowledge and sharing it, cooperating with sectors, districts and other administrations, coordinating actions, evaluating municipal policies and fostering innovation. 

Make the organisation and its activities more environmentally sustainable

By training and supporting municipal staff in this process.

Foster shared responsibility among citizens and other city stakeholders

By empowering allies and engaging new audiences

Implement climate actions across the territory

While ensuring climate justice.

Position Barcelona at an international level

By working with city networks.

The organisation

The Office comprises two Departments with the following missions:

Department of Climate and Territorial Action

Planning, promoting, supporting and evaluating all actions to address the climate emergency, both in terms of mitigation and adaptation, as well as coordinating climate policies with the city’s districts and promoting civic action for the climate.

Department of Facilities and Programmes for Sustainability and Climate Change

Promoting a culture of sustainability among citizens, associations, businesses, organisations, schools and shops. Managing environmental education facilities and designing and running educational programmes aimed at fostering a culture of sustainability to address the climate emergency.

Who we work with

Fighting climate change and its consequences is a top strategic priority for the City Council. In view of this, a mayoral decree was issued to create a Steering Committee chaired by the Mayor and formed by political representatives and area managers, which will decide on and validate climate and economic policies, and an Executive Committee, chaired by the Manager’s Office for Mobility, Infrastructure and Urban Services and made up of the manager’s offices and departments of the most involved areas, which will drive forward, carry out and monitor the government measure.

A new Advisory Committee for Climate and the Ecological Transition will also be created. This will support the Catalan Government and the climate emergency specialist team to achieve the climate goals and the Sustainable Development Goals of the 2030 Agenda.

The More Sustainable Barcelona network, established over two decades ago (which includes various entities, companies, schools, universities, professional associations, trade unions, cultural facilities and services, public institutions and Barcelona City Council) is the largest network of city allies for the promotion and implementation of sustainability and climate change policies in the city. The members of the More Sustainable Barcelona Network promote sustainability measures in their organisations, share best practices and carry out projects with the other network members.

The Citizen Commitment for a More Sustainable Barcelona 2024–2034, which provides a roadmap for the actions of the city’s stakeholders and reaffirms the More Sustainable Barcelona network’s commitment to addressing the identified challenges faced by the city, was renewed in 2024.Its aim is to move beyond merely connecting stakeholders and exchanging experiences and start driving transformation effectively while expanding and strengthening the network.

The More Sustainable Barcelona network is led by the Citizen Council for Sustainability, a participatory body whose members are democratically elected from and by the organisations in the network.

The new Commitment fosters challenge-based collaborative work to achieve a greater impact on specific issues. Thanks to their ability to speed up action and test it for future scaling, challenge-based work or collaborative projects play a key role in networked climate action. The first two initiatives are: one related to mitigation (“let’s decarbonise”) and adaptation (“let’s save water”).

Finally, the Barcelona Citizens’ Climate Assembly also plays a key role in the governance of climate change policies, as it involves randomly selected citizens (who therefore represent all geographic areas and sectors of society) engaging in face-to-face discussion about the measures needed to address the climate emergency.

This city-scale initiative was the first of its type in Spain, The City Council is committed to holding a second edition.

To increase collaboration with other public authorities and share its priorities and needs publicly and transparently in order to achieve a decarbonised city, a working group will be established to push forward the coordination of strategic climate change mitigation and adaptation policies with other public authorities. It will be formed by representatives of other city councils, Barcelona Metropolitan Area, Barcelona Provincial Council, the Government of Catalonia, the Spanish Government and European institutions. With projects such as the National Environmental Education Congress CNEA and the Environmental education action plan for sustainability

Climate change must be tackled from a global perspective that takes all of humankind into account, showing beyond any doubt that collaboration is required at every level to accelerate the transformation as much as possible. Barcelona City Council has been a trendsetter in the climate cause for years, and it is determined to continue in this role. To this end, it will further increase both bilateral and multilateral collaboration with cities and other institutions both in Europe and worldwide: 

  • It will continue to support the network of 100 climate-neutral and smart cities on which the mission is based, including the citiES network in Spain, and will be actively involved in the C40 and ICLEI (Local Governments for Sustainability) networks. 
  • It will strive to participate and create alliances in forums such as Eurocities, UNHabitat and the Global Covenant of Mayors for Climate and Energy, and will continue to play an active role at the Conferences of the Parties (COPs).
