Labour Mobility Pact

The initiative to achieve the sustainable and efficient mobility model required for Barcelona and the metropolitan area.


The new labour mobility pact for Barcelona is being promoted by Councillor’s Office for Mobility at Barcelona City Council. The initiative aims to form a major public-private alliance with all the city’s social and economic organisations and companies, as well as all operators from the mobility ecosystem, to act jointly and achieve the sustainable and efficient mobility model required for Barcelona and the metropolitan area.

Covid-19 and the complete standstill to mobility which it caused have highlighted the collective need to develop policies for mobility, the use of time and greater competitiveness. These include teleworking, flexible working hours, the rationalisation of time and the planning of commuter journeys for medium and large companies and organisations, as well as industrial estates.

This proposal is in keeping with the Sustainable Development Goals set out by the UN for 2030 and the EU environmental goals for states, regions and cities. It is also in line with:

  • The government measures of April 2020 on a new sustainable mobility in a new public space.
  • The City Pact for Barcelona’s post-pandemic social and economic recovery.
  • The principles and action set out in the Barcelona Urban Mobility Plan (PMU.
  • The principles of the Time Pact and the Barcelona Mobility Pact.

Barcelona City Council has already put together a remote working instruction and is preparing its teleworking project and the foundations for its Commuting Plan (PDE) for staff working in municipal buildings

Principles and goals

  • Seguretat viària.
  • Eficiència, competitivitat, productivitat.
  • Reputació i corresponsabilitat social.
  • Visió metropolitana.

1. Reduir la congestió i les externalitats negatives que implica: contaminació, soroll, pèrdues econòmiques i de temps, disminució de la competitivitat, de la salut i de la seguretat amb mesures concretes, com ara:

  • L’impuls del teletreball.
  • La flexibilització d’horaris per evitar les hores punta.
  • La racionalització de l’ús del temps a la reforma horària.
  • Els plans de desplaçament d’empresa.

2. Contribuir a la recuperació de l’activitat i la vida econòmica, comercial i social en general després de la Covid-19.

3. Ajudar a la recuperació i millora del transport públic com a peça central i estructuradora de la mobilitat obligada, i treballar especialment per aplanar la corba de demanda en hores punta i per millorar-ne l’oferta i el servei.

4. Fomentar una mobilitat obligada multimodal, compartida i integrada en plataformes tecnològiques de multiserveis sostenibles, públiques i privades, de moure’s (MaaS).

5. Contribuir a la conscienciació ciutadana i ser corresponsables sobre l’impacte de la mobilitat en l’entorn i la necessitat d’un model de mobilitat laboral i professional sostenible, multimodal i eficient. 

Commitment

Organisations make a commitment to the Barcelona Labour Mobility Pact once they formally sign up to it. This is a pact which all organisations can sign up to (companies, associations, foundations, federations, groups, social stakeholders, professional associations, institutions, platforms etc.) if they agree with its principles and wish to demonstrate their will to actively work towards all the goals set out.

Shared city project

Forming part of the Barcelona Labour Mobility Pact involves taking part in a shared city project which means:

  • Carrying out action in line with the goals of the pact.
  • Providing information on measures carried out by the organisation.
  • Sharing knowledge, experience and information on topics relating to the pact.
  • Taking part in collective action agreed on within the context of the pact.
  • Collaborating with the dissemination of the pact using the means which the organisers consider suitable. 

Requisites

  • Be linked to the city of Barcelona.
  • Conduct regular activity and not envisage concluding their activity in the short term.  
  • Be sufficiently autonomous to decide on and carry out action within the context of the pact.
