Surfing
Surfing is allowed on Barcelona’s beaches although, during the mid and high swimming seasons, it is only allowed outside the bathers’ exclusive swimming area shown by buoys. The area outside the buoy area must be accessed using the beach entry and exit channels for vessels shown by means of beacons.
Surfing is generally allowed during pre-alert and alert situations under the Basic Municipal Emergency Plan for rough sea conditions (PAEM), but responsibility for practising this sport lies with the athletes themselves.
However, the security forces and agencies may exceptionally forbid such practice if they believe there is a serious and specific risk to people’s safety.
Surfing is not allowed in emergency situations under the Basic Municipal Emergency Plan due to rough sea conditions (PAEM). Such situations are exceptional measures put in place in cases such as storm Gloria (20-23 January 2020).
Having a federal licence or insurance is recommended.
Kitesurfing
Kitesurfing in the swimming areas and in the entry and exit channels for vessels shown by means of beacons on Barcelona’s beaches is not allowed between 1 June and 30 September.
Kitesurfing is allowed the rest of the year, between 1 October and 31 May, provided that the current safety and sailing regulations, under which it may not be carried out within 200 metres of the coast line, are observed. If there are designated channels for vessels, these must be used. This activity is regulated by the Coastal Act and the Barcelona Maritime Authority's instructions.
